I'm not surprised Facebook does that, my old phone had 2FA like that and I got locked out of it when I bought a new phone, the whole Move Fast Break Things motto is great until it leaves behind more and more people in the wind.

In my case, I was required to have 2FA as a partner and creator.
Most accounts wouldn't get locked out like I did for removing 2FA, unless 2FA is required. That's why this issue is so rare.
